Dear Sir,   URGENT BUSINESS DEAL.   After due deliberation with my colleague, I decided to forward this proposal to you. We want a reliable person who could assist us to transfer the sum of Twelve Million United States Dollars (US$12,000,000.00) into his/her account. This fund resulted from an over-invoiced contract bill from contract awarded by NNPC under the budget allocation.. The contract has been executed and the contractor paid the actual cost of the contract. We are left with the balance of US$12,000,000.00, which represent the over-invoiced amount.   I am contacting you to be our partner in this deal so that we can present you as the sub contractor that did the finishing work so that the US$12million will be paid to you and then we share it. We have agreed on the sharing ratio below:-    1. 30% for you as the account owner and the person to stand as the sub contractor.  2. 60% for us (the officials who has the deal) 3. 10% for Tax, as may required by our Government and your government.    I am the chairman of the Contract Awarding Committee (C.A.C)of the Nigerian National Petroleum Corporation(NNPC). That is why I have this opportunity to share with you. This transaction is very much free from all sorts of RISK and TROUBLE from my Government.  When the deal is completed and the money transferred to your bank account, I will come to your country for our own share. Note very importantly, the business requires the highest degree of confidentiality and trust between us.
